Adoption of 5-Year Assessment Report & 2026 GMP Update

We are pleased to share that at its Special Meeting on June 24, 2026, the Borrego Springs Watermaster Board approved the following documents:

• Five-Year Assessment of the Judgment and Groundwater Management Plan for the Borrego Springs Subbasin (5-Year Assessment Report), which evaluates Basin conditions, describes implementation progress, assesses progress toward achieving sustainability, and provides responses to the DWR’s Recommended Corrective Actions. Additionally, the 5-Year Assessment Report explains all the proposed updates to the 2020 GMP.
• 2026 Update to the Groundwater Management Plan for the Borrego Springs Subbasin (2026 GMP Update), which incorporates Board-approved revisions to the 2020 GMP, all of which were recommended based on the 5-Year Assessment. All changes to the GMP are shown in redline text.

Together, these documents satisfy the Watermaster’s five-year periodic evaluation requirements under the Sustainable Groundwater Management Act (SGMA) and have been submitted to the DWR as part of the Alternative Plan periodic evaluation process.

As a next step, the Watermaster will file a motion with the Court to amend the Judgment to replace Exhibit 1, the 2020 GMP, with the 2026 GMP Update.

Adoption of the WY 2027 Budget

At its June 3, 2023 Special Board meeting, the Watermaster approved its budget for Water Year (WY) 2027, pursuant to Section IV.E.3 of the Judgment, which describes the full budget process. Approval of the WY 2027 budget includes the approval of the following: 

• WY 2027 Pumping Assessment of $625,0000 
• An Overproduction Penalty Assessment of $500 per acre-foot 
• Operating expenditures in the amount of $557,110
